सवाल एक आंदोलन का नहीं (कृषि कानूनों के विरुद्ध आंदोलन)
कृषि कानूनों के विरुद्ध आंदोलन में नय। घटनाक्रम उस मोड़ पर जा पहुंचा है, जहां इससे जुड़े सवाल किसी एक आंदोलन तक सीमित नहीं रहे। वे आंदोलनों से निपटने की सरकार की असंवेदनशील और अहंकारी शैली तक भी जा पहुंचे हैं और नये दौर की वार्ता में आंदोलन की समाप्ति पर सहमति हो जाए तो भी बने रहने वाले हैं। इन सवालों में पहला यह है कि क्यों यह सरकार संबंधित तबकों को विश्वास में लिए बिना उनके भविष्य की बाबत विवादास्पद फैसले लेकर उनमें उद्धेलन पैदा करती है और क्यों उनके आंदोलित होने पर आग लगाकर दूर खड़ी जमालो की तरह सारी तार्किक परिणतियों की राह में रोड़े अटकाने लगती है? दूसरा यह कि क्यों हर आंदोलन को अपने विरुद्ध युद्ध की तरह लेती है और जय-पराजय की भावना के पिंजरे में जाकर 'चित्त भी मेरी, पट भी मेरी के फेर में पड़ जाती है? तीसरा यह कि किचित भी लोकतांत्रिक क्यों नहीं होना चाहती और क्यों डायलॉग के बजाय मोनोलॉग पर निर्भर कर दिन को रात बताने और खुद को जो वह है नहीं, वही जताने लग जाती है? महत्वपूर्ण सवाल यह भी है कि क्यों उसने संशोधित नागरिकता कानून के विरुद्ध आंदोलन को लेकर भी यही किया, जम्मू-कश्मीर के संबंध में वहां के निवासियों को विश्वास में लिए बगैर किए गए फैसलों से उपजी स्थितियों को लेकर भी और अब किसानों के उद्धेलनों को लेकर भी यही कर रही है?
बहरहाला, जो स्थितियां हैं, उनमें इन सवालों को इस तथ्य से मिलाकर देखना होगा कि दिल्ली हमेशा 'ऊंचा' सुनती रही है-कानों के विकल होने के कारण नहीं, अकड़ में ऐंठकर और माद में अंधी होकर। भले ही भाजपा को किसानों में किसी खास आधार के लिए नहीं जाना जाता, न ही किसान आंदोलनों में भागीदारी या उनके प्रति हमदर्दी रखने के लिए. यहां तक कि उसके किसान संगठन भारतीय किसान संघ को भी नहीं, लोग उनकी सरकार से आंदोलित किसानों से इतने खराब सलूक की उम्मीद न करते। इसकी तो बिल्कुल नहीं कि किसान सड़कों पर

साफ है कि अविश्वास का वातावरण इस असंवेदनशील रवैये ने ही घना किया है। अंदेशों को और हवा मिली, जब ना सिर्फ कृषि मंत्री नरेन्द्र सिंह तोमर और गृह मंत्री अमित शाह, बल्कि खुद प्रधानमंत्री मोदी भी किसानों की अनसुनी कर 'राजकाज' में मुब्जिला रहे।
इतना ही नहीं, कृषि कानूनों के विरुद्ध किसानों के आंदोलन के बीच प्रधानमंत्री ने 'मन की बात' में उनके भरपूर गुन गाए और एक तरह से साफ कर दिया कि वे उनको उपकृत करने के मूड में नहीं हैं। अब प्रधानमंत्री पर ऐतबार नहीं कर पा रहे किसान पूछ रहे हैं कि आखिर, किस किसान ने इस तरह के कानूनों की मांग की थी?
पिछले किसान आंदोलनों के प्रति सरकार की बेदिल्ली का रिकॉर्ड भी दोनों पक्षों के बीच विश्वास के वातावरण की राह का बड़ा रोड़ा बना हुआ है। ये किसान कैसे भूल सकते हैं कि 2018 में उन्हीं की तरह दिल्ली आए तमिलनाडु के किसानों को अपनी मांगे मनवाने के लिए सौ करम करने पड़े थे-कभी अर्धनग्न होकर, कभी मानव खोपड़ियां सिर पर धरकर और कभी मूत्र पीकर। उनके निकट स्वयंसिद्ध है कि यह सरकार आंदोलितों को समाधान प्रदान करने के बजाय उलझाने में ज्यादा दिलचस्पी रखती है। अभी भी वह यह 'तर्क देकर उन्हें उलझा ही रही है कि एक समय उसकी विरोधी कांग्रेस भी कृषि सुधारों के पक्ष में थी। अलबत्ता, कांग्रेस को सत्ता से बेदखल कर उसके किए की सजा दे चके किसान पुछते हैं कि अब वे इस सरकार को कौन-सी सजा दें तो किसी तरफ से कोई जवाब नहीं आता?
पर यह मानने के कारण हैं कि श्रम सुधारों के नाम पर श्रमिकों को पहले ही कॉरपोरेट का मोहताज बना चुकी यह सरकार आगे किसानों को कॉरपोरेट की गोद में डालकर ही संतुष्ट नहीं हो जाने वाली। कोई ठिकाना नहीं कि रेलों और बैंकों के निजीकरण की राह से गुजर कर वह कब किन और तबकों का भविष्य अपनी कॉरपोरेट पूजा को समर्पित कर दे। निस्संदेह, वह जिस राह पर बढ़ चली है, उसके मद्देनजर देश का भविष्य इस एक बात पर ही निर्भर करेगा कि उसके द्वारा एक-एक कर सताए जा रहे तबके सामूहिक प्रतिरोध का कोई स्वर विकसित कर पाते हैं, या नहीं?
